Ed Hand Highway Bridge over Vermilion River

HEI was selected by the LaSalle County Highway Department to provide preliminary engineering services for the replacement of the bridge carrying CH 23 (Ed Hand Highway) over the Vermilion River near Oglesby, IL. Ed Hand Highway is a vital link from the City of Oglesby to Matthiessen State Park, Starved Rock State Park, and the Village of Utica. The Vermillion River is a popular fishing and canoeing destination.


Due to the historic nature of the bridge the HEI team prepared documentation for historic bridge coordination, which resulted in Section 4(f) approval from the Federal Highway Administration (FHWA). The new bridge was designed to closely follow the existing horizontal alignment and vertical profile to minimize impacts to the surrounding environment. The new three span steel plate girder superstructure is 394 feet long and 34 feet wide including five-foot shoulders to provide bicycle accommodations.

HEI provided an initial survey and design for the emergency embankment repair of the existing slope wall along CH 2 near Bernadette, IL for the Fulton County Highway Department. The project consisted of removing the fore slope, benching slope, installing a pipe underdrain system, reconstructing fore slope and other collateral work.

HEI was utilized as a sub-consultant by the Knox County Highway Department to provide structural engineering services including preliminary bridge design and hydraulic report, permitting, development of plans, specification and estimates for two culvert locations. The culvert replacements were part of a 4-mile reconstruction of CH 4. Both culvert locations are carrying tributaries of Walnut Creek under CH 4. The designs consisted of cast-in-place, reinforced concrete, and multi-cell box culverts.

HEI provided Phase I and Phase II services for the reconstruction and realignment of CH 1 and CH 11 in Woodford County from CH 2 to IL Rte. 89. The reconstruction consisted of a new horizontal and vertical alignment with 12” aggregate base course, 6” HMA pavement, aggregate shoulders, culverts, and other collateral improvements. Due to the use of federal funding, the HEI staff had to coordinate with IDOT to produce PS&E for a state letting.

HEI was selected by the LaSalle County Highway Department to provide preliminary engineering and construction oversight services for the replacement of two multi-barrel box culverts in Streator, IL. Both culverts are located on Prairie Creek one carrying Bazore Street and the other carrying Division Street.

HEI was selected by the Kendall County Highway Department to provide Phase I and Phase II preliminary engineering services for the replacement of the bridge carrying River Rd. over Blackberry Creek.

HEI was selected by the Plainfield Township Highway Department to provide preliminary engineering and construction oversight services for a new bridge on a new alignment carrying Renwick Rd. over the DuPage River. The project is undertaken to provide a modern bridge that can meet current geometric policies and provide the desired load carrying capacities.

HEI was selected by the Village of Plainfield to provide preliminary engineering including preparation of plans, specification and estimates for widening of the IL Rte. 126 (Lockport St.) bridge over the DuPage River to provide a pedestrian crossing. The pedestrian crossing connects the existing shared-use path west of the river to the Village’s Downtown Historic District and is the initial component of the Village’s riverfront development plan.
