City of Washington, BUS 24 / Eagle Avenue Reconstruction 

HEI provided construction inspection including Resident Engineer and construction inspectors for $350K urban intersection reconstruction project. The project consisted of adding a right turn lane, traffic signals, and pavement for the south leg of the Eagle Ave. The project was a combined effort between the City of Washington and Beck Oil to facilitate traffic flow into a new Beck’s gas station/convenient store/car wash. 


The project included removal of existing pavement, curb and gutter and storm sewer and construction of new PCC pavement for right turn lane on Bus 24 and south leg of Eagle Ave., curb and gutter, storm sewer, traffic signals, and other collateral work. HEI provided services including daily diary, daily inspection and documentation of materials, materials testing including nuclear density testing, dynamic cone penetrometer testing, and field PCC testing, coordination with utility companies to quickly resolve conflicts, coordination between City staff and Beck Oil representatives, and IDOT coordination. Due to the project being on a state route, significant coordination was required with IDOT. HEI staff coordinated directly with the IDOT Traffic Control Technician, Traffic Engineer, and Materials staff to ensure all construction and materials met IDOT requirements.
